What would inflict untimely pubic hackle?

My 5 1/2 year old granddaughter who have cerebral palsey already have pubic hair. What cause this? What would inflict untimely pubic hackle?
Some genetic disorders cause growth of down in dependable places. For example, muscular dystrophy causes most boys to grow patch of hair on their shoulders, or one and only on one shoulder. For the best answer, consult the physician that diagnosed your granddaughter to see if the hair growth is a symptom of the disorder, or the side-effect of any medication your granddaughter might be taking.
Everyone is different and can develop pubic hair at different times. Medication could also be a exact it can make folks enter puberty at an earlier stage.
I'm manifestly not a doctor and I'm no CP expert, but I did a quick google search out and came up near a possible answer for you. From what I read, people near CP can have what is specified as "precocious puberty" where girls start puberty up to that time age 7 and boys before age 9.
Precocious puberty - In girls, the telltale signs of precocious puberty include any of the following earlier 7 or 8 years of age: breast development, pubic or underarm spine development, fast height growth - a growth "spurt"
birth of menstruation, acne, "mature" body odor
Some girls and boys may experience early growth of pubic and/or underarm curls that isn't associated with other change in sexual nouns. Children with "partial" precocious puberty may require evaluation to rule out "true" precocious puberty or other form problems, but they generally want no treatment and usually will show the other expected signs of puberty at the usual age.
